It was constructed during the rush to open new television stations as momentum gathered to build a general communications tower that would handle all of the various stations. It was required to be a certain height in order to transmit broadcast waves to the entire Kanto region, while also being constructed so as to be able to withstand the effects of earthquakes and typhoons. So the height of the tower was decided with these factors taken into consideration, and it was designed with the most emphasis placed on material factors.
